Now, a digital version? That could potentially be another story and you'll just have to wait and see. The current answer is "No." It would be difficult to prove who has and has not actually purchased the game and Bethesda would have to make arrangements with the various stores that would be carrying the game. What you can do on top of the re-master will depend upon that information. We don't know the fps or resolution that the new Skyrim will be running at. If you install too many HD texture packs or anything of that sort, yes, you will eventually lag. If I remember correctly you can have up to 2gbs of mods for Fallout 4 on consoles. We don't know much about it yet but I'll answer as best as I can.
